Barney and Friends Tier 4 Upgrade

Okay, so basically Barney and company made some constellations for the fun of it, which is High 4-C going by this calculation (which has been accepted).
Given basic Creation Feats standards, this'd only scale to the upper bound of the capabilities of the main cast with imagination stuff (aka, won't affect physical stats), designing a proper high-end for their displayed capabilities.

By the way, as outlier concerns back then were why this was originally rejected, the next best feats with imagination, namely changing the weather and enviroment up to seemingly the horizon, as well as changing day to night, are both portrayed as casual feats, and if anything the constellation ones are the only ones showcasing effort being put to do them.

Honestly, I don't get matchbanning characters who don't fight in canon, as like, isn't that the entire reason why we allow bloodlusted matchups? So that characters who otherwise wouldn't fight or go with the most optimal strategy in-character can actually use their shit in battle?
Yes, it's not accurate to their character, but this whole thing is one big hypothetical anyway, like, I'd heavily doubt Superman would actually want to fight, let alone kill Goku in-canon, so why are we treating in-character matchups as the end-all, be-all here?
