Probably, but she can't use powers to their full extent like the original owner. I doubt Cien would be able to escape Ichigo's Mugetsu like he did hers.

Also her body exploding from the power sorts torpedoes the idea that she's that powerful imo.

The reason why I didn't put him because he was basically Yhwach just a weakened version and I felt putting him would be redundant. Besides his power is more like varies than fixed.

I wouldn't put him that far ahead since he needs to open a schrift against Shunsui.

He's also very slow in terms of speed.

I still find it kinda crazy the attention to detail with Uryu's speech to Ichigo when he went Vollstandig. When he looked at Ichigo's Blut, he knew he was part Quincy and in his speech about the Shinigami and Quincy beef, he said "us Quincies" having acknowledged Ichigo as one. The dub makes this even more clear that he was aware and still shook by the reveal when he paused and replied with "our blood!" It's even funnier when thinking about the fact they are distant cousins.

I mean, his hax alone makes him one of the 4 bleach characters that would beat the likes of goku in a fight even if we restrict things like soul crush

She should be below alot of them. She shouldn't be above Squad Zero or even Yama.

IIRC, she just dies from trying to copy it, and her other copied abilities were weaker than the original. She can copy stuff, but it's still limited to her Reiatsu. I wouldn't put her that high for the same reason that Royd shouldn't be topping most lists.
