Ideas to ruminate over (Gonna keep it 5-C since thats the only shared tier i have memory of the AP values for off the top of my head) :

Mihawk vs Unohana (Skilliest Swordspeople)

Kenpachi Vs Kaido (The one who cuts all vs the most durable mf)

Base Aizen vs Blackbeard (Treacherous Masterminds). I'll give BB some prior knowledge on Kyoka if I have to. I'll also use soul society arc shiniagami Aizen so no hogyoku.

Kisuke vs Law (Strategic Operators)

Goofy vs Gremmy (Arc is a funny guy)

Shunsui vs Shanks/WB

I imagined Urahara would be fighting Rayleigh.
 
The guys who scale to Shikai Kenny's meteor bust scale to 133 Exatons.

The guys who scale to Shikai Yama scale to 75% of that (99 Exatons)

Here's a spreadsheet of all the One Piece characters and the values in Exatons they scale to just in case you find any more matches and want to know if their AP aligns

I'd honestly put Yama against Memehawk since he scales above her in skill, then again.... Bankai kinda destroys

That makes sense. Even then I’d add a possibly for safe reasoning. The only info we’re given from CFYOW is Tokinada saying Ginjo has the powers of a Shinigami, Hollow and Fullbringer, while also saying he’s positive Ichigo and Hikone could wield Ikomikidomoe, while saying Ginjo could maybe use it, which would make sense since Ichigo and Hikone are confirmed 4 way hybrids while Ginjo is only a confirmed 3 way hybrid
