How about no and we just restrict it for now since from what I know it does change her tier so even if it's a new key or not it can be changed to normal Chelshia so this match can still be made even if she has a different key unless her Berserk form doesn't change tiers.

You realize unless Berserk doesn't change her tier than you can restrict it and if it's gonna be a key than you can just make it be base Chelshia. She can fight in her base it's her berserk form that can't be used.

Her berserker form doesn't even help her here she gets stronger sure but she can't oneshot and would end up taking building level+ explosions with her .34 ton durability.

Whether berserk gets its own key or not doesn't matter, because OP has specified that she isn't allowed berserk. Base Chelshia should be perfectly fine to use.

She still gets out maneuvered easily, as her mobility is very bad compared to Bakugo's. And since her AP isn't even much higher than his own, she can't bully with a vast AP advantage. Bakugo wins this.

No. It'd only divide her dura by half, which wouldn't be .34, becuaee her dura scales to ap, which is 1.7

If berserk Chel hit Bakugo more than 3 times he loses. She has the means of hitting him, has range, has stat amps and, according to her supporters, good mobility. Bakugo being more experienced, having even better range, having high aoe, having still better mobility, and with howitzer impact + stun grenade + his gauntlets let him win that match. That's not a stomp, that's Bakugo fighting a High 8-C character and winning due to his arsenal.
