As for the other azatoth, pretty sure nearly all ultimate gods are far higher in 1-A

They are outer gods, but when people say "Outer gods" They are usually talking about shub, nya and Yogg, who are above the infinite hierarchy of ultimate gods........

That's not how it works.

Canonically, nothing is actually happening, because things happening at all is an illusion.

"Azathoth being lulled into a calm, 'sleeping' state" is an illusion, just as Yog speaking with Carter is an illusion. All things are always "happening" simultaneously and eternally, because everything is actually a changeless totality.
