Scaling far above Rod Reiss who is 8-B+, possibly 8-A, and Karl Fritz whose proposed tier is 8-B and he only possesses a fragment of her power

That could be adequately explained in her AP justification. For example;
"Unknown (She is the most powerful character in the verse by an extremely large margin, but the extent of her capabilities is unknown)"
A bit barebones, I know, but it's just an example. You can flesh it out with more feats and statements.
