Oblivion (a 1-A), in his own realm was completely unable to affect the Juggernaut (who was protected by Cyttorak) at all, Which shows that even the power of a 1-A being is completely insignificant to Cyttorak and unable to affect him at all, indicating that he is infinitely beyond a 1-A being which I think is enough for Cyttorak to be at least 1-A, possibly even High 1-A.
Furthermore, he has not demonstrated any real limits ever in marvel comics history and even High 1-B beings are consistently portrayed as nothing at all compared to him.
Furthermore, he is consistently described as extradimensional, outerdimensional and existing outside of the marvel hierarchy (as well as natural law) in an outer plane, a clear indicator of outerversal nature.
I personally think just plain High 1-A would be best for him as he has not demonstrated any limits and has been portrayed as vastly superior to other 1-As.
