"At Least" Durability Question

Question came about from this vs thread

If character A tanks 1.67 tons with no damage and fights character B who has an AP of 1.69 tons (Ignore them being the funni numbers), do B's attacks only deal superficial damage or regular damage?

If the former, what's the cut off point for it be considered normal damage? 1.5x? 2x?

Character A would be able to tank Character B's attacks as well

I'd say 1.5x is when they start taking some damage
