Immunity to freezing? That not immunity on ice in general I suppose. Anyway, it's pretty desicive here with articuno having the versitalty and flight.

Gray wins cause Articuno can be hurt with ice (although not much, but Gray is 100% immune to ice attacks), and Gray is several times more versatile with his ice. He can use Ice Make: Stairs or Ice Make: Kite to counter Articuno's flight, or just make a massive glacier to get to Articuno's height.
