Instead of Tommy coming down the stairs during the mission, Americans at Rest, it's Niko Bellic.

Speed is =

Both start outside of the Valentine saloon 30m from each other, taking cover and readily armed (Arthur starts by dual-wielding a Volcanic Pistol and Cattleman Revolver, Niko starts with an M4)

Arthur would have a headstart & advantage by abilities, class 1 lifting strength, & getting out of situations by thinking on the spot, but Niko may turn the tide via adaptation, skill & exp from his time in the Serbian war, & AP from his weapons. This seems like fair match up.

Despite Arthur having wild west weapons they're shockingly on par to Niko's with the exception of small building level ones. What does SBA say about weapons?
 
I hate you're making my boys fight, but Imma go with Arthur. Nikos advantages lie in his modern automatic weapons, but that could be cancelled out by Arthur's deadeye. When it comes to skill Niko has formal military training in hand to hand combat, as I don't even think Krav maga existed during the time of the red dead games so Arthur wouldn't be experienced in fighting something like that.

But he has better raw power, and superior melee weapons, (good luck disarming a machete from guy who can play tug o war with a ******* moose)
 
Apon further inspection, "Statistics Amplification via several vials (Can enhance his health, durability, strength, speed and Dead-Eye bar for a temporary amount of time) and outfits (Can modify his outfits to suit his various needs), Speed Amplification and Perception Manipulation (Via Dead Eye, he can momentarily view enemies in slow motion while becoming faster himself. While in this state, he can pinpoint and lock onto vitals for precision hits)," - (Arthur Morgan | VS Battles Wiki) I know Niko is reputed to be OG in & out of game but how is he going to adapt to deadeye & has he ever fought any equal foe to Arthur? Even if both gets close, Niko (a Krav Maga dude) would have to deal with someone that has higher LS & statistics amp compared to him. Though I would like to see a run down of what both characters would do in character since in fights there's a chance that's a possible factor into whether or not they'll use said abilities they have.

Otherwise, Arthur is more likely to win. Arthur FRA.

Hmmm... Niko's most likely wincons are to shoot arthur to death or hit a weak/vital spot before Arthur's deadeye kills Niko. I've seen videos on RDR2 where Arthur gets shot while using deadeye. Niko can take shotgun rounds & high-caliber rounds to the face & still keep going even if SBA says using cover is outside help. He can also take cover.
 
using cover is outside help? What?

Either way I think the fight works better if both start in cover immediately so that Arthur couldn't potentially one tap him.

That would be very difficult for Niko to do. Arthur is slowing his perception of time, and amping his speed, he perceives bullets in slow motion, and Speed is equal. Even if he could hit Arthur, Arthur still has many vials to restore his health.

Oh. And Deadeye can be used with throwables, too, so Arthur could just lock on and hit Niko in the Face with a Poison throwing knife (which unlike Arthur, he doesn't resist)
