They scale to the Supersonic punch and the concrete feat, which are 21x and 514x baseline, clearly showing that they are superhuman. The "at least" would be unnecessary.
 
@Spino It wasn't actually his Season 2 self, it was the finale of Season 1, but they consistently say he hasn't changed in speed since he time traveled through the particle accelerator, he was even slower than that when Earth-2 Harry took 2% of his speed.

If you're talking about the Reverse-Flash being defeated quickly, and not Barry, then that's the episode where he fought the Time Remnant Eobard, who hadn't amped himself with tachyons but retained his original connection to the speed force.
 
I don't know. I suppose we haven't thought of a better name for that key.

If you mean why isn't Barry Small City level, it's because he fought him very briefly, and the Time Remnant probably isn't as strong as his counterpart.
 
Probably not. Ollie isn't portrayed as a superhuman heavy-lifter, and generally gets outclassed by Mirakuru soldiers in grappling.
