Are tier 0 characters allowed to have personalities?

They prolly can create an identity or personality for themselves but from what i've seen most of them doesn't show much of a personality and just something that exist

I don't see why they shouldn't be allowed to have personalities, TLOI before being downgraded was considered tier 0 even while she has a personnality.

I don't see why not, especially with the redefinition. TLoI is back in tier 0, Yog Sothoth is now 0 (though it's "true" form is different), etc. Also TOAA and writer.
