Are these the same character?

So, I was thinking a page for good old eaiser then Toad Man and I was wondering, are Quint and Rockman Shadow from Rockman & Forte: Japanese Words I can't translate for the Bandi Wonderswan are the same character. I've looked into the wikis and some translations and I really can't tell, it's pretty vaguely defined. To be fair, it's not like not being the same character as Quint would downgrade Rockman Shadow, since he can do everything Quint can do but better, not to mention having the ability to teleport and the only laser saber in the classic series. I really can't tell if he's a different character or the same, what do you guys think, and is Quint/RS importent enough to have a page?
