Theres something im confused about here. If EACH of the creation trio are separately Multi-Universe level, and Arceus easily stomped all 3 at the same time while missing plates (Incomplete Arceus), why is "At Least Universe+" still rated on his profile? If he was able to easily beat them at the same time while weakend, then there's no reason why universe anything should be a rated tier on his profile, maybe at least Multi Universal+ since he overpowered them while nerfed? Unless is their something im missing?

He fought all of them in their sealed forms, which are Low 2-C (Universal level+) each.

They all have 2 key. Universe+ for the first key, and Multi-Universe for their second key.

Right. Thats exactly why im asking why Arceus still has a "universe+" rating on his profile when even his weakened form>>>>>>>all 3 of the trio by light years and each of them have a multi-universe key on their profiles. Unless im just misunderstanding something about the ratings?

"At least Universe level+" is only for weakened Arceus.

Sealed Dialga and Palkia are the ones shown in everyday media (where their feats are universe level+).

Their unsealed forms are the dimensional physiology they acquire when summoned by the red chains in the anime before they were forced to materialise on the three dimensional plane.

Sealed Giratina is Altered Form Giratina.

"When has the sealed/unsealed forms of the trio even been implied to restrict/unrestrict their powers?"

Giratina was stated to only ever be able to appear as a shadow in the pokemon world not to mention many of its most impressive feats and statements have been in relation to its origin form (Unsealed).

Dialga and Palkia have no such statements but their power in lore appear to be greater than what is displayed via feats not to mention they usually depicted as equal to altered form Giratina.

Arceus has only ever beaten them in their sealed forms and though it has created Creation Trio without any of its plates, said Trio were not depicted at full power, being only able to collapse a single Universe making such powerscaling faulty.
