arale cant interact with NEP

Someone should revise his NEP because clearly it never got evaluated to the new standards
Plus the NEP description as it is right now only seems deserving of Nature 1 or 3 but not 2
And even then he only clearly lacks body and Soul so just Aspect 1 which means Arale could still affect him through Plot Manipulation which he clearly doesn't lack
