AP Negating Power Nullification

What are the TL;DR conclusions here in an easy to understand summary?

Well, there haven't been any conclusions as of yet. Wok seems to agree that some versions of power nullification negate Attack Potency (Depending on the mechanics of the ability).

But the second part of my argument has scarcely been addressed. Only by Andy, who thinks you cannot scale power nullification like this.

My question is as follows;

Whether or not we should consider power nullification which negates AP as qualitatively superior to power nullification which has no defined mechanic which allows it to bypass AP.
