AP Difference for Low-2C Characters

How is the AP difference of 2 Low-2C characters determined? Is it by how big the space-time continuum of said universe is? Is it how long into the past/future you affect? I am extremely confused by this.
 
You usually just use scaling chains. As in this low 2-C stomped someone who stomped another low 2-C while this other low 2-C just stomped one person with a low 2-C feat ergo the first person is stronger

Yeah, like @Andytrenom said, the stronger Low 2-C is overall decided by who got the greater Feats and usually it is form a large scaling chain that included Stomp from Powerscaling.
 
So, I would assume that creating 1 timeline is greater than affecting an entire timeline, no?
 
It is but the difference isn't considered on the same level as one shotting someone with a timeline destruction feat
 
Would that difference be on a greater level or lesser level?
