Pandora is in a higher tier than all of Ben's forms bar the one's that banned.
Ben could only potentially win with some luck as Big Chill/Ampfibian/Nanomech/Pesky Dust or by using Clockwork
other than that he sadly gets stomped

Ben's mid tier forms are at least low 7-B to 7-A, his high-mid tier forms are at least 7-A, his top tier forms are High 5-A and his god tier form is low 2-C, while Freezing!Pandora is only 7-C and doesn't have any notable hax from what I can see in her profile

I think it's more like you pit one pandora of your choosing at a time so yeah I think bens going to win most of the time unless the pandora kills him before he transforms

Yeah, based on what I can see on their profiles they're building to town level, while Ben is at least small city to dwarf star level.
The only feasible way they can beat him AFAIK is to hit him before he transforms, but even then they wouldn't even know who he was or where his powers came from, so it's highly unlikely that they'd do that.
Once he is transformed though the blitzers become the blitzees and this becomes a massive stomp in Ben's favour.
Based on profiles alone I'd argue he could take a good number of them all at once, and could beat every single one of them in one hit with his top tiers
