The thing is, Kamen Riders being brought back is already a thing in the franchise, Riders will appear as long as they are needed, which then heavily implies that the Riders were stuck in outer space since the Skyrider finale until their appearances in the Super-1 movie, that is 155 days going by the release dates, meaning they should get their Resistances to Radiation and Temperature Manipulation again as the standard of not immediately freezing in outer space doesn't happen to be the case here.
This is supported by his Zukan article, which states Denkiei absorbs and nullifies Stronger's power, converting them to his own.
Likewise, Hyakume Titan would also get resistance to Stronger's electricity, as he no sells Stronger's electric attacks.
Every Delzer Army general (such as General Shadow) would also be resistant to all the effects of Stronger's electricity. Staff Officer Steel is shown to easily revert his kick and defeat him. Wild Eagle performs the same feat, only being killed when Stronger dragged him to water. Dr. Kate no sells the effects of his electric kick. Baron Rock is also shown to revert his kick. This would grant them Resistance to every base Stronger's electrical powers; Electricity Manipulation, Explosion Manipulation, Matter Manipulation (Atomic), Physics Manipulation, Temperature Manipulation, Technology Manipulation, Paralysis Inducement, Durability Negation and Resistance Negation. The Great Leader would also inherit those resistances due to being massively above the Delzer Army and the 7 Legendary Riders combined.
After Stronger achieved the Charge Up form (a 100x upgrade), he can bypass the resistances of Delzer Army generals, such as Major Skull, Baron Rock, Officer Brank, (the only exception being moon-empowered General Wolf, who has outright invulnerability even to Charge Up's attacks), which means he gets 1 layer of the fitting abilities to this.
Stronger's range via electricity should also be upgraded to Kilometers due to Electro Thunder.
Wandering in Space
At the Skyrider finale, the first 8 Kamen Riders sacrifice themselves by moving the Great Leader to outer space so that the Anti-Oxygen Bomb could detonate with no casualties, the episode makes the viewer to think they were killed. Thunder Stealer
In episode 18, Stronger faces Kikkaijin Denkiei, a Black Satan kaijin who is able to absorb and drain every of his attacks (due to his power exceeding his) and then electrocute Stronger (who is naturally immune to his own electricity).This is supported by his Zukan article, which states Denkiei absorbs and nullifies Stronger's power, converting them to his own.
Stronger later was shown to overcome that ability by regaining his power from a sawmill, and eventually destroyed Kikkaijin Denkiei. This grants Power Absorption, Power Nullification and Resistance Negation to Kikkaijin Denkiei, Stronger would resistance to these as well, plus Resistance Negation was he could overwhelm Denkiei with his electricity later.秘密結社「ブラックサタン」が生み出した、電気エイ（シビレエイ）の特性を備える改造人間。
電気を吸収、放出する能力を備えているため、仮面ライダーストロンガーの攻撃を無効化しつつ、己のパワーに変えることが可能。また、右腕の触手は電磁鞭となっている。
その能力を活かして一度はストロンガーの撃退に成功。その後、岬ユリ子を捕らえて処刑しようとしたが、回復したストロンガーが現れ再戦となる。戦いの中で蓄えた電気パワーをすべて使い切ってしまい、最後は「ストロンガー電キック」を撃ち込まれて爆散した。
なお、第26話にも再生怪人として登場している。
A modified human with the characteristics of an electric ray (shibire-ei) created by the secret society “Black Satan".
He has the ability to absorb and emit electricity, which enables him to nullify Kamen Rider Stronger's attacks while converting them into his own power. The tentacles on his right arm are electromagnetic whips.
Using this ability, he succeeded in fighting off Stronger at least once. Later, he captures Yuriko Misaki and attempts to execute her, but the recovered Stronger appears and they fight again. He used up all the electric power he had accumulated during the battle, and in the end was hit with a “Stronger Electric Kick” and exploded.
He also appears in episode 26 as a reanimated monster.

ZX Bozo
When Ambassador Darkness utilized the Spacetime Rupture System against the 10 Veteran Riders, notice that the Riders were also teleported to a void-like space. This is not a common property of the machine itself, since the first it was used, it was only seen to change the sky, and of course, distorting and erasing the targets. He would get BFR from this, and while the Riders does not resist the BFR themselves, the Rider Synchro is able to nullfy it as well.Summary
- The First 8 Kamen Riders (Ichigo to Skyrider) gets Resistance to Cosmic Radiations and Temperature Manipulation back.
- Kamen Rider Stronger gets Resistance to Power Absorption, Power Nullification and Resistance Negation. Hyakume Titan, the Delzer Army generals (General Shadow) and the Great Leader gets Resistance to Electricity Manipulation, Explosion Manipulation, Matter Manipulation (Atomic), Physics Manipulation, Temperature Manipulation, Technology Manipulation, Paralysis Inducement, Durability Negation and Resistance Negation.
