Underrated and interesting anime: Kino's Journey. I only really watched the 2003 version though, can't comment on the recent adaptation.

So, weird question.

What are the standards of a UES? Because I think Miraizers from the Leijiverse might have them.

It's explained in both Miraizer Ban and Captain Harlock Dimensional Voyage that certain people have special powers allowing them to access genetic memories of their previous incarnations/ancestors.

This can be achieved through magic, through genetic tampering (like Harlock and Tochiro), through an accident like Ban, or naturally like Kei Yuki.

It's also explicitly stated being a Miraizer makes you more powerful
