21 can win with candy beam too.

I was going to say Black due to 21 only being on SSJ Goku's level before the Trunks arc, but if 21 gets a candy beam attack to hit Goku Black, then 21 eats him and wins. Though, that is not saying that 21 will do the attack or even miss, as in FighterZ she doesn't do her candy beam attack on the Z fighters at the end of the story.
