It's 17, everything he does is an outlier, it's best to take his lowest showings. ( not my words, just making fun)

Toppo can selectively choose who to erase. So I doubt 17 was hit in that scene. But in dragonball there is a good amount of evidence that if you flex your muscles, you can resist exsistance erasing. So I think 17 has a resistance.

Toppo was having his hakai armor on so anyone who isn't resistance to that would be erased if they touch him.

In one of the episodes I sware he said he selectively chooses who gets erased by it. But ethier way I agree that 17 is resistant to hakai.
