Both have all equipment except Willow Wolf doesn't get Substance 128 assuming she even has it

Both are in character

Willow Wolf doesn't get T.S.P. members to help her for this fight

If Willow Wolf is too overpowered I'll use Mr. P or a random infected, if Stroheim is too overpowered I'll find a weaker 8-C not too haxed JoJo character, although changing the rules for this fight works

it seems that Rudol von Stroheim one shots with higher AP and has energy blasts.

I personally think Rudol takes this but I might be wrong

Willow Wolf does have range in the form of a gun and Willow Wolf is above baseline 8-C. Stroheim's energy blasts are just regular lights like the ones in flashlights.

It's not known how far into 8-C the feat is. It was calced at 9-A and 8-C is merely guesswork on Ican'ts behalf. In this case, presumably around baseline 8-C/0.25 tons of TNT. From the profile: Stroheim scales to Santana, who is stated to be superior to undead such as Dio - which scale to this feat that is 3x baseline 8-C. In other words, Stroheim scales to a character that is superior to characters that are 3x baseline 8-C.

Anywho, you're gonna need showings of skill or other relevant abilities for Willow. I don't see what's stopping Stroheim from just going dakka and blowing the wolf into giblets.

Speed is equal as you can see in the OP so getting out of the way is going to be easier and that was the plan

Besides the fact it is in character for him to not use Substance 128 as of Plant, Stroheim would become an scary infected monster that also has Transmutation and Poisoning that would try to kill Mr. P
