what exactly does "sense users" mean here? Is this from the old "Sense manipulation" page or something else? If it's the former then I'd propose nuking it since it's from a deleted power that already falls in line with perception manipulation.

If that’s indeed the example then it should just be nuked and any pages with “sense manipulation” should be replaced with perception manipulation
