It's a dimension that seems to separate the realms of the macrocosm, it needs to be infinite in size itself to be potentially Low 1-C. The same problem as the Neutral Space.

SSJ4 Goku having a higher multiplier is fine. But doesn't necessarely mean he is stronger than DBS Goku. In Dragon Ball the multiplier of the transformations never really mattered, what counts is the base power level from the user or the feats they perform.
