Could be 2 or more times, could be 45% or something. Really depends on how any given series treats the gap needed to one shot somebody else, some might have it so even being 5 times stonger isn't enough to one shot somebody, others might have it be less than a 2 times gap, and even they might not be consistent with that.

A. According to Iyoku today, yes to both. This DBS Kai or Beerus project has been in the works since 2020-21, if what I heard is correct. That's like 3-4 years before his passing

Currently there is no official information about what exactly will happen they say an ENHANCED version of Dragon Ball Super with a little content from the manga, but how it will end up will it be additional material like DBZ Kakarot or a completely new continuity, but for sure it will be DBS KAI with a little additional story reconstruction from the manga and the animation is amazing.
