In the context of Db, that isn't really the case, usually it depends in fictional works, not all fictional series has the same logic and laws in their verse.

What do you mean? There's tons of people that fight faster than they can move irl and in fiction (Of course the difference in how fast you can compared to how fast you punch in real life isn't that massive compared to a lot of fictional universes), professional boxers more often than not punch noticably faster than they can run, and then in a lot of comics or video games or anime or whatever else you can have someone who needs a horse to travel long distances faster than they can run but be fast enough in combat to dodge and attack at mach 10 or something.

you still travel when you fight, the only difference is time, which again, speed IS distance divided by time, if time IS shorter, then there would be more speed anyway.
a bullet can move faster than sound, because of the short time (like one milisecond or so) not because of the distance, for example, or do people think that the bullets travel 343 meters?
Also reaction speed is a valid speed anyway

A sprinter can run faster than a boxer can

You are needlessly overcomplicating things with semantics. No one is saying they aren't both speed, they are just classifying when said speed is used and what it's used for

Again, speed IS distance divided by time, the boxer can punch faster than the Sprinter can because It can do It quickly, while the Sprinter can is fast in distance, did my example don't work or something?
 
Hey Alexander, not to be a dick or anything but could you kindly stop bringing up other verses here on this thread? It's getting annoying, has nothing to do with the conversation itself, and it only serves to cause unnecessary arguments.

Like seriously: not a single person here is going to give a **** if OPM has a better cosmology than Dragon Ball or not, it's literally irrelevant to this thread.
