Idk about Xiangua much, but I know a little about Alisa.
Well ofc Alisa is stronger since she scales to Raven and Lars and has destroyed an armored chopper once. She can also tank a grenade to the face and get back up. She also has an advantage in range via her rocket punches.
Overall I'm going with Alisa.
