Noticed that as SBA demands characters to be at their peak, this means that Smeargle has nearly every Pokemon move in the series at once, so...

Partially, only the multiplier used for Speed applies within Speed Equal matches, so the increase is proportional, rather than a flat-one if it merely reaches an higher Speed level.
 
So basically if it's 2.5 times it's fine but if it reaches a higher tier like MFTL to Infinite then no?

Those are also fair game (see Jojo being busted with Speed Equal as their Stands have a large gap compared to their users). although a multiplier based on the user's regular speed would have to be extrapolated for the purposes of a versus thread.
 
Smeargle's Pros:
-Spore/Dark Void
-Statistics Amplification
-Danmaku with Judgement
-Destiny Bond
-More Versatile
-Higher Stamina

Alan's Pros
-Resists everything that Smeargle could use as a wincon(Example: Sheer Cold, Spacial Rend, and Roar of Time)
-Everything he resists he can do to Smeargle. Especially Time Manipulation.
-Can outright one shot Smeargle with Wave Motion Shovel Blast
-Can rewrite Smeargle's abilities
-Can redirect moves like he's Shovel Knight with Vector Manipulation
-Smarter

I would say Alan wins this. The only thing Smeargle can do is either wear him down or get a draw via Destiny Bond, the former being difficult due to Alan just saying "No" and hitting anything back.
 
What about Imprison? There's no visible resistance to power nullification, and then there's Transform on top to finish that off...
 
See, Imprison remains active even while using Transform, meaning that Smeargle can suppress everything it can copy (which is basically everything here) with that combination.

No I mean why would Imprison work since Smeargle doesn't have his moves?
