In the manga it implies that aizen is a higher dimensional being twice and in the data books their are several statements that support him being higher dimensional. Would this be enough to upgrade his tier?

I'm no Bleach expert (I just started reading), but literally all of this is just stating that Aizen is so superior to the Soul Reapers that they cannot mess with him.
The Kōtotsu thing is interesting, but I don't care that much.

the context is aizen transcending hollows/shinigami, the higher D shouldn't be taken literally it would make dangai ichigo 5D lmao, consider all the other characters around, it would mess with the scaling of bleach hard in TYBW arc

All of this has been rejected multiple times already, no this isn't evidence for Tier 2 or 1. You need to show being able to affect an entire Space-Time Continuum (Universe) for Tier 2 and for Tier 1 you have to have proof that the "higher dimension" is infinitely greater.
