Alright. Old and dead and concluded, but after a quick skim read, just want to clarify
In the LN, the goal of all life is death didn't just kill shaltear and such, it destroyed everything in the world

There's also a lot of... yes, downplay.
Death Manipulation doesn't rely on HP at all. In the game, if you get hit with death magic and have no countermeasures, you're just dead. That's why most PvP players have resistances like resurrection, flat out Death Resistance, Time Stop Resistance to prevent combo chains, etc.

The Goal of All Life is Dead is sure a broken skill, but what about Ainz's other life ending spells, or literally any of them without it?
Death. Despair Aura V, Grasp Heart, True Death, La Shub Niggurath and whatever else comes to mind, though I do only know the five of these (the first of which is totally generic, the second which acts in area, the third which stuns if it fails, the fourth which prevents ressurrection and the fifth which targets a large group of enemies and uses them as fuel to spawn level 90 bosses) aren't individually that powerful.

Actually, [Death] is of Tier 8 IIRC.
But yeah, "Death" is already quite broken. Not to mention Ainz can cancel a spell's casting time through cash items, though he might not resort to that if not bloodlusted or against an opponent he has no patience with or is serious against.
(Confirmed here as the tenth instance of the word "death" if you Ctrl+F it in this page. It's the third instance of "8th" if you Ctrl+F that.)

How, tho? I can see Ainz stomping if the battle begins at close range or Madara is stupidly ******** and doesn't even attempt to attack from afar, thus getting in range of the aura of despair and instadying. However, DAV doesn't have Ainz's planetary range. His range varies a lot depending on the spell.

So instead of passively killing Madara, Ainz uses detect life and detect magic essence to determine Madara's average level, determines he's an actual threat, teleports right infront of him and casts any numerous amounts of instant death spells. Not much different of a result.

Argubaly an upgrade since he destroyed everything in the world, to the point only death existed. Might make a CRT soon so it's more like "Island level. (New tier) with the Goal of All Life is Death"
Also, Shaltear is equal to Ainz in the light novel, the only difference is that Ainz knows more spells and she has the "weakness" of being loyal to him so she won't go all out, unless of course, as it happened she was controlled.

I never said he destroyed the world, he destroyed everything in the world. The light novel goes out of it's way to say it isn't a figure of speech.

This has no reason to be closed. And what he says is that he killed the world and that this killing wasn't a figure of speech. However, as the description gets more objective, he explains what he means with killing the world: killing everything in the radius, even things that are a part of the world, the landmass, rather than enemies. The radius is 200 meters. Even if you calc that to be the size of the crater or fireball of a nuclear blast or use pulverization values to the best rock compressive strength, I don't think you're gonna get higher than 6-C with only that.
