The Drach'nyen thing actually has a legit reason to it that I can explain to you on your wall if you want, and some custodes are legitimately 4-B, but that's not regular.
 
That has a reason to it tied to how the law of symbolism is a tangible force in Warhammer, and Drach having to run away from a custode squad is not representative of regular Custodes. They probably still AP stomp though.

The grounds for this not being an AP stomp are too shaky. Even if some are stronger than others, having their tiering coming from a statement that is many times weaker than their feats doesn't make much sense.
 
Chasing off Drach is a very high end feat for the ones that aren't tier 4 anyways, and is mainly due to the strange mechanics of the warp. If you want a more detailed explanation I can find the one ADB (one of the writers) gave, or just explain the general gist of it.
