Additions for Time Lords

Members of the High Council like himself also have very mysterious powers (erecting forcefields [even around planets], teleporting without aid, creating "though chanels", imposing regenerations). Rassilon is said to have knowledge and abilities that they don't even know. In Star Death, he seemingly teleports, implies he can repair ships, fires bolts he calls "electro-direction" and repels the force of a black hole with his mind.
 
Transduction Barriers are 11 dimensional.


So what did this mean? Gallifrey itself was protected by even more complex temporal defences, its worldline twisted and warped through all eleven dimensions to hide it from Enemy attack. It was the home of the Time Lords, the legendary masters of time. Surely the Enemy lacked the level of knowledge to manipulate its own worldline?

That quote doesn't really imply Transduction Barriers alone are 11-D, also there's a contradicting quote later.

A quiet bleep issued from the console, informing the Master that the scan of Gallifrey's defences was complete: the Rutan analysis engine had seen to that. Satisfied, he slammed his fist down on the vortex primer, hurling his TARDIS down the single weak point in Gallifrey's ramparts. According to the Rutan device there was a weakness, a fracture caused by a chance interference pattern in the tenth dimension between the quantum and the transduction barriers. It was slight ― nothing that could be exploited by an attacking enemy ― so nothing that could possibly concern the Time Lords, assuming that they even noticed it. Unless that enemy was piloting one of the Time Lords' own TARDISes.
