Does the timeframe presented in the Reaction Page refers to physically reacting to something, or just being able to perceive an image in a general timeframe? Because the human eye can perceive Images at 13ms, so, what should I use for actual FTE characters? If they literally speedblitzs someone's visual interpretation.
