No. Hidan cannot regenerate he simply has immortality without regen

Hidan actually has Mid-Low Regenerationn, he has stabbed himself with his own scythe and his rodes but when thier removed he has no holes in his body. It's also very likely Hidan has preformed the ritual many times so if he had no regen he would be full of holes but we've seen his upper body and their were no holes, unless he's only stabbed himself in the leg and he's very holy in the knees.
He obviously can't heal from decapitation as he doesn't sprout a new body when his head got cut of and his neck muscles where still weak even after he spent 2 days siting still when Pain called everyone to seal the Bijuu.
So Mid-Low regen is the best he gets.
