So I'm still a little confused about this.

So, lets say there's two characters. Character A's DC is yet to be determined, but Character B has galaxy level durability. If character A is able to harm Character B, does that give Character A low end galaxy level DC?

For example, let's say the attack was just a straight forward punch.
