I notied that all the verse there rank as Small City level due to scaling from one single feat of Superman(Deflected an asteroid) i wonder why this not considered as outleir since from what i understand from the pages that was the only feat that even close to City level in the whole series
 
I think in the episode Dark Heart, Superman gets hit by the watchtower canon which was sated to have the punch of a a small nuclear weapon (read it online, haven't rewatched episode). Plus he fought AMAZO...AMAZO!
