About Combat / Reaction Speed

Okay so... this is something that has been bothering me for awhile...

Basically, why exactly do we treat Combat Speed / Reaction Speed as separated from overall speed?

If someone can fight against and react to stuff at FTL speeds, then how can they have, for example... Subsonic or Relativistic movement speed?, because by definition, they are moving themselves at, and reacting accordingly to said speeds, regardless if they are just... fighting

.....well unless you want to say that someone who kicks something at MFTL speeds can only run at Supersonic speeds ┬░^┬░
 
Uh... but aren't they still moving at a given speed, even if they are just fighting and punching stuff?

or they get millions of times faster when they engage in a battle? ovo
 
Maybe because Bolt can beat Bruce Lee in a 100m race but he would still be blitzed by Lee's punches and kicks.
 
My understanding is that movement speed is for stuff like running or other longer distance movements, while reactions/combat is for blocking, punching, quick leaps to dodge, and other short distance movements.
 
Yet, they are still moving at, and reacting accordingly to a given speed, it makes no sense for a character to be capable of fighting millions of times faster than they are capable of... moving

Lots of fiction makes a massive distinction between running speed and the ability to avoid incoming attacks. It does not particularly make sense in real world terms, but it would be dishonest of us to pretend that such characters can suddenly run across their worlds instantly and the like.
