Do they affect characters that exists in a higher dimension? because i saw altair defeating 2A characters with such ease. I really need an explanation on this one.

They should be on par with her but be limited by range. So 4-D and universal range.
If the 2-A is someone like Anti-Monitor, she should be able to hit him.

Only around 4D right? not above? I saw this thread where altair is 7D and the Character its fighting is 2A. I still am confused on how Altair still won the fight. So its ability is not connected to her durability or AP, its a hax?
Also do the holopsicon movements affect characters with Acausality and Paradox Immunity?

There are some bizarre interpretations of Re:CREATORS that put normal humans at 6-D. I wouldn't give that much thought.

Wow, i mean thats literally op af. I forgot how they defeated altair, the main char had to make an impersonation of altairs creator right?

Yes. They psychologically manipulated her by producing a copy of her creator. She couldn't bear to kill her and couldn't abide her death so she made a separate universe that was not bound by the laws of the previous so that she and her creator could live forever in peace.
