Essentially how it works is that once it's activated the outcome of all the opponents attacks will without question end in failure and probability abilities and effects can't overturn nor change the outcome

It also makes it that when you counter attack, the outcome will without question end in success regardless of what probability effects your opponent tries to use

Amm excuse me gentlemen allow me to explain how the ability in question works

If someone possesses this ability, then without question the outcome of any and all attacks from an opponent always result in failure (and this outcome can't be overturned by probability manipulation) and additionally making it so that the outcome of all the users counter attacks will always without question result in success (this outcome can't be overturned by probability manipulation)

It should be case given Wiki's definition of fate manipulation is:
Fate Manipulation is the ability to manipulate destiny itself to achieve a desired result. More subtle forms of the ability can simply nudge events in the users favor while more powerful variations can make it possible to ordain one's victory against their opponent

And fate manipulation can be achieved through means of manipulating probability or causality

So I am wondering if this could at least be a Minor Fate Manipulation
