Which app/program/website is used to pixel scale

I use Online Ruler but it doesnt leave Markings so i would like to know what is usually used so i can actually post calcs here
 
Page ruler seems really easy to use is it however possibly to save progress(Lines and stuff i pixel scaled) somehow?
