A Question About Hulk

I know a lot of threads have been done on this topic recently. But I must ask why the Hulk isn't rated High 3-A according to Beyonder's statement (who's a nigh-omniscient) of having infinite strength? Also why Hulk causing a multiversal earthquake is considered as an outlier?

On the contrary Goku is rated High 3-A for shaking the World of void. While most of his low end feats are far worse than Hulk's. Heck even SSB Vegito's best feats were wrecking a few buildings.

Then we should also downgrade Goku. Else it would be considered as a double-standard

Think of the Hulk's feats like a graph. If the feats of Hulk are consistent with an increases overtime, then things are good. If a previously Solar System level Hulk does a Universal feat and proceeds to still do Solar System Level limits afterward, then the Universal feat is an outlier.

For Goku and Dragon Ball, the increases in power are blatantly shown: Planet level (Sayain and Namek Saga), Star (Frieza and Android Saga), Solar System (Cell and Buu Saga), Universe (BoG arc skipping galaxy level). Since the BoG arc, the threats have been Universal such as Beerus, U6 Tournament, Infinite Zamasu and Jiren. Things are consistently going up.

It's not an outlier, the feat was performed multiple times (by both Goku and casusl Jiren), by being a equal or so in power (they're roughly equal), coming off of 3-A no less.

Goku's feat isn't an outlier because it fits well within the power progression of the series.

The Hulk had two feats that are arguably High 3-A, and then went right back to almost consistently performing High 8-C feats again. It was considered a major deal when he even performed a High 5-A feat in worldbreaker mode, and we only scale him from Thor's 4-B feat for the sake of consistency.

Basically, we generally scale from high level feats from the comicbook characters, but given the ridiculous amounts of inconsistency for them, we also have to try to consider which ones that seem like complete outliers.

That makes no sense in the case of the Hulk. The Hulk can be at base strength level most of the time and only in extreme rage show a higher degree of power. His power level fluctuates between high and low end, between relaxed state and enraged state.

The Hulk's power level per definition oscilates and fluctuates. These apparent discrepancies are the expected behavior of Hulk's dynamic physical power.
