A Deadly Fray - The Hero Hunter challenges The Devil

On his perilous journey to become the "Absolute Evil", Garou ventures to the Nameless City, unbeknownst to the Heroes and the Grand Cathedral. The Devil, "Legion", takes note of Garou's arrival, and comes to greet the young Martial Artist himself.

Has fought multiple enemies before

Garou likely stomps in cqc and his reactive evolution helps him in the long run But I think legion takes this especially with transmutation/deconstruction and having a strong regen.

Legion doesn't start with possession or Absorption, or even really any of his deadly hax right off the go. When he's actually serious, he'll go H2H before using hax.
