Well... MK11 Joker was the closest I could get to match the Goblin's tier. Too bad he's lacking in equipment (in comparison to other incarnations).

I'm closing this, it seems very clear that Goblin basically stomps Joker here.

Maybe use like, The Joker (Post-Flashpoint) or something next time
