A Big Question On Nasuverse Ten Crowns

its stated that ten crowns only works on people from Earth and anything that doesn't originate from it would not be effected, OR someone having the same rank of authority. why is this never brought up anymore in debates? its even weirder since this website used to specifically mention that a lot in battles. but now it seems Ten Crowns here is treated as passively working against anything. why is that? what changed? also why do none of the playables except Gilgamesh have Ten Crowns?

Ten crown is a variation of Potnia theron (ten crown is from beast VI, potnia theron from beast II) but it already show to function on people that not from earth like litteraly BB and the sakura five who are habitant of the moon cell. And because with the appearance of BB fgo they have completly differencie the two skill with ten crown having 0 mention of limited on earth compared to potnia theron

And for the same lvl of authority it's because like gilga and the other servant show having the same level of authority allow go resist what the other do, so except if the people she battle have authority on same level than her or a certain resistance to her subjective reality then no reason to resist
