No, I don't think the downgrade is needed since her durability matches that of Misaka with the AAA's AP. Index scales to the AP of Misaka and the AAA. I think the 4-C came with her L6S form and the comment Gensei made of her exploding like a supernova. However, it was rightfully deleted since he said she would explode like a supernova not that she would actually create a supernova while exploding. It was also contracted when Gensei said she would only destroy the city itself.

She scales to an attack Mikoto never used in their fight, the same way Mikoto don't has H6C dura because DB wasn't used, Index's dura should be 9A because she tanked the AAA's regular weapons, unless the large caliber railgun was used and i don't remember. The 4C part was a joke, you know, L5B is an outlier, but her highest tier was 4C years ago.
