Personally I also vote Yatsu. I think 3D-Manouver Gear is less potent when used against small enemies like humans, as one needs to swing close to the ground and quick turns on the human scale are difficult and require large movements that makes them easy to predict for the enemy.

To that comes that an enemy of human like intelligence and superhuman jumping ability should soon start to cut the gears wires, in order to destroy it.
