Well, Valerie was capable of standing against Dan Phantom, who is 100x stronger than Danny Phantom, who is 533.70 tons. This would make both Valerie and Dan 53.37 Kilotons. Johnny X scales greatly above 50.3 Kilotons due to him being far stronger than his base. A pretty negligible AP gap.

One noticeable thing I can see Johnny potentially struggling with is Valerie's speed amplification with her rocket rollerblades. Though, that shouldn't be much of an issue here. Valerie is also likely more skilled and experienced than Johnny, as this is her 10 years after Danny left Amity Park. Though, this is kinda where the compliments for Valerie end here.

Johnny outranges Valerie, he is far more versatile, more mobile, and is way too resilient to be put down here. Toon Force, Regen (to an extent), Elasticity, and Immense Pain Tolerance make him a hard opponent to kill. Valerie's only hope here is to outspeed Johnny and possibly tire him out, but that's not gonna happen due to Johnny's far superior stamina. Sooner or later, Valerie's going to get worn out, and in perfect striking position for Johnny to finish the job off.

Valerie's profile is outdated and still needs to be updated along with majority of the Danny Phantom characters however it wouldn't really change the outcome of the match (her stats wouldn't really change besides Lifting Strength) so I'll still vote.

Valerie's main advantage here would be her experience and weapons. As a kid, she was already a 9th degree black belt and once she actually started using her ghost equipment enough she became skilled enough that even Vlad Plasmius (An Extraordinary Genius with years of experience) was impressed. Obviously she's improved over the last 10 years considering she's the only person left to protect the world. In terms versatility Johnny is superior but I wouldn't saying he has better range as it depends on the attack because it doesn't say and the longer the range the easier it can be for an opponent to dodge (you'd need area of effect), meanwhile Valerie has a mass arsenal of laser and explosive weapons (laser guns, grenades, rocket launchers, wrist missiles, shoulder blasters and so on) which majority of simply expands from her suit, all of which can be used at a solid range. Mobility wise her rocket rollerblades may boost her speed but she's only going to be moving in a straight line, however she'll be able to keep up with him no problem in air combat thanks to her hoverboard which allows her to battle acrobatic/flying characters such as Danny Phantom, so she's definitely not getting out maneuvered easily. The hoverboard itself is also fitted with lasers and rockets, as well as an autopilot feature that triggers if she accidentally falls off or is removed from the hoverboard + she can call it herself as well.

With all that stated, it still wouldn't be enough for her to take the win in my honest opinion. Johnny's toon force, regeneration, elasticity, and high pain tolerance will allow him to withstand her onslaught of fire power. His own versatility such as his air manipulation, fire manipulation, thread manipulation and so on will make it so he's not outgunned and would keep Valerie from spamming laser fire and missiles as she to would need to dodge as well. Johnny doesn't lack in martial arts skill either, and his massive stamina advantage seals the deal as Valerie doesn't have good feats in that regard so she'll definitely get fatigued and slow down way before Johnny and thus would be an easy target. So I'll vote for Johnny mid-diff at most.
