Alright, so Legion is a hivemind of a number of people with diiferent abilities.
Pluto needs to make direct contact to use instant death. Baba Yaga can make people explode, but that also requires direct contact.
For full disclosure let me mention that Ghost can prevent people from noticing him until he attacked them once and that Ereshkigal has a curse that inflicts the opponent with damage equal to that caused to Legion by the opponent's last attack.
