I found the quote

By the description, i think they're talking about the physical universe, rather than the time line.

I think Dormammu goes for just one universe at a time. But, if he can keep them into his Dark Dimension, then yes, he would be 2-C, I bet

Strange did not trap him in a time loop. Strange trapped himself.

Obviously he arrested him too, since Dormmamu made the deal so Strange would let him go.
